Overview
Biggs and Mathews has provided professional engineering and hydrogeologic services to the City of Pampa on the Pampa Landfill since 2000. Senior professionals began providing professional services to the City of Pampa in 1992, while at another firm.
Greenfield Permitting
Engineer of record, geologist of record, and project geotechnical engineers during the site investigations, environmental analysis, subsurface characterization, and engineering design to support the greenfield, 146-acre, Type I MSW permit application approved in 1995.
Permitting
- Permit modifications include:
- Relocate the gatehouse
- Improve surface water drainage
- Update the groundwater monitoring system well spacing
- Modify the citizens’ convenience center
- Update the closure and post-closure care cost estimates.
- Air quality permitting
- Type V Processing Facility Registration
Construction Documents and Technical Specifications
- Engineering design contract and construction documents including:
- Initial 5-acre Subtitle D cell, with liner and leachate collection system, in 2001
- Leachate pumping and transfer system
- Site entrance road,
- Perimeter berms and perimeter drainage facilities,
- Installation of landfill gas monitoring probes and groundwater monitoring wells
- Soil management plan to maximize use of soils
- Engineering design and construction documents for subsequent landfill cells and other site improvements
Construction Management
- Advertisement and award phase services, including evaluation of construction bids and recommendation of award
- Construction quality assurance and record surveying services
- Communication and coordination between TCEQ, City, contractors
- Reviewed submittals, issued change orders, resolved conflicts, prepared final construction reports, and administered construction contracts
Geology and Hydrogeology
- Geologic and hydrogeologic characterization of the site subsurface including
- Identification and correlation of subsurface strata
- Detailed characterization of lithologic materials
- Calculated hydraulic conductivities and groundwater flow directions and rates and completed a contaminant pathway analysis
- Designed dual zone groundwater monitoring system
- Prepared groundwater sampling and analysis plan (GWSAP)
- Installed the first phase of the groundwater monitoring system
- Fault and seismicity analysis and Subtitle D location restriction certifications
- Permit modifications for the 2006 TCEQ rule revisions to Subchapter J – Groundwater Monitoring and Corrective Action
